THEARC In 1999, William C. Smith & Co. formed a non-profit organization, Building Bridges Across the River, to develop a place for residents of Southeast Washington to gather for recreation and community activities. The 110,000 sf, $27 million Town Hall Education Arts and Recreation Campus (THEARC) opened in 2005 on Mississippi Avenue and serves over 2,000 community residents weekly with programming in cultural arts, education, recreation and health care.
